Hobbas are completely different from Habbo Staff. Hobbas meet and greet new players and introduce them to the Hotel, answer questions, show them how things work, etc...
They have some extra public room moderation rights (kick, mute, etc.) to make sure that public rooms are nice, safe places for everyone to hang out. In private rooms, they can use these rights only if the room owner gives permission to do so in room settings.
